Incident Report
Date: January 1, 1998 To: Lt. Brilliant Subject: Power Outage On January 1, 1998 at about 1500 hours Sergeant U. B. Crazy, ordered me to the institution. Sergeant Crazy advised me the institution had suffered a power outage. I arrived at the institution at about 1545 hours. Upon my arrival I checked the emergency generator and the co-generation plants. I confirmed the power was out. The electrified fence and the emergency power did not work. Sergeant Crazy manned the perimeter towers to prevent escapes. I contacted Pacific Gas and Electricity (PG&E) to inquire about the power throughout the surrounding areas. PG&E staff advised me the surrounding community had not suffered any outages. After a function check of the entire system, I discovered someone had turned off the switch. I turned the switch on and resolved the problem. The institution's total cost for the manning on the towers, overtime and related expense will be approximately five thousand dollars.
